Capacity Building in Migration Management

                   

The establishment of a comprehensive migration management system in Ukraine is taking place as part of IOM’s Capacity Building in Migration Management Programme (CBMMP). The CBMMP is designed to support the aspirations of the Government of Ukraine to align with the EU acquis communautaire. The project aims to improve migration management in Ukraine through the development of operational and capacity building measures with a specific emphasis to address the problems arising from the current high level of irregular migrants.
 
IOM’s Capacity Building in Migration Management Programme (CBMMP) cooperates closely with the Ukrainian government to enhance its capacity to manage migration flows and align its migration policy with European practices and international human rights standards.

HUREMAS – Overview


“Improving Integrated Border Management: Follow-up to Reinforcing the State Border Guard Service of Ukraine Human Resources Management (HUREMAS 2)”

The HUREMAS 2 project was launched in April 2008 to consolidate the gains of the European Union (EU)/U.S.-funded project “Reinforcing the State Border Guard Service of Ukraine Human Resources Management – HUREMAS.” The EUR 1,140,000 (approximately USD 1,601,000) sequel project continues to facilitate the establishment of a modern human resources management system for the State Border Guard Service (SBGS) of Ukraine in line with the best EU practices and standards under five components:


Legal Reform: The project assists the SBGS in reforming, drafting, and amending relevant legislation to facilitate the Service’s transformation to an EU/Schengen-compatible law enforcement service in conformity with the acquis communautaire.

                                                                                                                             


Recruitment Reform: The project continues supporting the SBGS in implementing their newly adopted two-stage recruitment system for contracted personnel, which corresponds to the EU standard of recruiting personnel for law enforcement agencies. The project also ensures transparent recruitment of commissioned officers to the SBGS Academy in conformity with EU best practices.

Training Needs: The project facilitates reforming the SBGS officers’ education compatible with EU best practices. This includes the reform of recruitment and education/training for internally recruited officers and cadets, as well as the introduction of a short-term training programme for externally recruited personnel with university degrees.              

                                                                                                                       

Career Development Reform: The project facilitates the adoption of the “Instructions for Career Development of Ukrainian Citizens in the SBGS,” developed within HUREMAS project on the basis of EU best practices, as well as the implementation of its provisions into SBGS practices.


Logistics Support: The project builds the SBGS’s training capacity by providing training equipment and literature to four SBGS training facilities.

IOM AND SBGS OF UKRAINE CO-DEVELOPED TEXTBOOK 'ENGLISH WITHOUT BORDERS"

                                                                                                                 

GUMIRA (TECHNICAL COOPERATION AND CAPACITY BUILDING FOR THE GOVERNMENTS OF UKRAINE AND MOLDOVA FOR THE IMPLEMENTATION OF THE READMISSION AGREEMENTS WITH THE EUROPEAN UNION)

Project Description:

I Background:

The Parliament of Ukraine ratified the Readmission Agreement with the European Community on 15 January 2008 and it is active with regard to Ukrainian citizens; the section of the Agreement that pertains to Third Country Nationals (TCNs) will be implemented starting in April 2010

This element of the Agreement, which sets out the conditions for the reception and return of TCNs, brings the issue of human rights compliance into sharp relief and is one of GUMIRA’s primary areas of focus

 II Project Goal
 
The project is aimed at providing targeted technical assistance to the governments of Moldova and Ukraine to facilitate the successful implementation of the respective readmission agreements (RA) with the EU and improve coordination among government institutions vis-a-vis readmission

Duration: 1 January 2009 – 31 December 2010

VI Project Activities
 
The project is working to address a number of issues that are relevant to the efficient implementation of the EU-Ukraine Readmission Agreement:
 
Component 1: Capacity Building of the Ukrainian Authorities in the Framework of Readmission
 
·          Identifying and addressing government needs
o         Needs Assessments Report & Recommendations for improvement of legislative framework
o         Trainings on legal, technical and administrative issues pertaining to readmission
o         Development of methodology for monitoring and evaluating governmental action on readmission
·    
      Technical assistance and strengthening dialogue on readmission
o         Deploying an IOM’s Long Term Advisor on readmission at the MOI to facilitate cooperation between the MOI and a counterpart ministry in  one of EU MS and help develop capacity for effective readmission
o         Enhancing expertise of government officials on readmission processes through readmission focused study visit to EU MS
 
 
Component 2: Institutionalizing Guidelines and Best practices on Migrant Accommodation
 
·          Trainings to MOI and Border Guard officials on Best Practices (including AVR, migrant health care, human rights, access to asylum, screening and profiling, etc)
·          “Guidelines and Best Practices on Migrant Accommodation Centres” included into relevant curricula
·          Networking visits to EU MS with exemplary systems of migrant accommodation
 
 
Component 3: Joint Capacity Building Measures for Civil Society and Government Agencies at Migrant Accommodation Centres (MACs) and Temporary Holding Facilities (THFs)
 
·          Monitoring of standards compliance at MACs and THFs – establishment of Observatory Mechanism (OM)
·          Improving information/data on detainees and their needs (statistics on ethnicity, religion, migration routes, special needs etc.)
·          Trainings on legal assistance, social and medical aid and English language for MAC and THF staff
·          Provision of humanitarian aid (medication, food packages, clothes, legal and interpretation services etc) to irregular migrants according to identified needs                                                                    
·          Assisted Voluntary Return (AVR) and support to government with establishment of government AVR
·          Operational Support for Centres for Migrant Advice, NGOs that raise awareness of migration issues and inter-ethnic tolerance

AVR (ASSISTED VOLUNTARY PROGRAMME)
 
      Launched in 2005 under the Capacity Building for Migration Management (CBMM) project and implemented in 2009 under new project “Technical Cooperation and Capacity Building for the Governments of Ukraine and Moldova for the Implementation of Readmission Agreements with the European Union” (GUMIRA), the Programme on Assisted Voluntary Return aims at facilitating orderly, safe and dignified voluntary return options for irregular, stranded migrants and failed asylum seekers.

      Centres for Migrant Advice (CMAs) have been working in Ukraine since September 2005 within the framework of the Capacity Building in Migration Management Programme.
