In the framework of the project “Support to Community Stabilization of the Conflict-Affected Population in the Donbas”, supported by the Ministry of Foreign Affairs (MFA) of Japan, International Organization for Migration, Mission to Ukraine (IOM), on 28 September 2016 announces a public tender for the Renovation of social infrastructure objects in the communities of Luhansk and  Donetsk regions, namely:

  1. Central Municipal Library, 24 Gogolya str., Selydove, Donetsk region;
  2. Central Municipal Library, 2a Soborna str., Slovyansk, Donetsk region;
  3. Central Library, 17 Tetralna str., Rodynske, Donetsk region;
  4. District Culture House, 10 Peremohy str., Troitske, Luhansk region.

Please be advised that bidding procedure will be conducted based on the rules of the International Organization for Migration.

Total Bid price shall be quoted in USD VAT excluded. Payment shall be made in the Invoice currency according to UN operational rate of exchange as of date of payment (the actual value of the exchange rate is indicated here: https://treasury.un.org/operationalrates/OperationalRates.php).

The works are to be executed in the framework of the international technical assistance project, which, according to the acting legislation, is a justification for granting the tax exemption for the contractor, as it is required statutorily and in accordance with the Ukraine international treaties.

Please be informed that the winning Bidder’s commitment to accept the standard form IOM’s Construction Contract in full is considered to be one of the essential tender requirements.

The bids, which are not compliant to the abovementioned, will not be considered by IOM.

Companies wishing to participate in the tender should submit their bids by 16:00 on 17.10.2016, along with the set of the tender documents (according to the requirements stated in the Instruction to Bidders).

Additionally, electronic copies of the bid and tender documents (including the cost estimates of works) shall be sent to e-mail: iomkievtenders@iom.int by the time and date stated above.

In case of subcontractor involving, it is mandatory to submit all the technical and financial documents for the subcontractor.

It is recommended to submit originals of the bids in the sealed envelopes to:

Along with sending the hard copy of the original bid, Bidders shall deposit the electronic versions of the bid documents, including a clear scanned copy of the Bid Security on a file hosting service (Dropbox, One Drive, etc.) and shall send the link of the folder containing the bids to iomkievtenders@iom.int no later than 16:00 17.10.2016. The subject line of the e-mail containing the link for the electronic bid download shall clearly indicate the following:

UA1-2016-451 – [insert full name of the Bidder] – Electronic bid

Additional information may be received via e-mail: iomkievtenders@iom.int.

The subject line of the e-mail request for additional information should state the following: “Tender #UA1-2016-451 – [bidder’s name] – to the attention of Maksym Koshel.

IOM reserves the right to accept or reject any proposal and to annul the selection process and reject all proposals at any time prior to agreement award, without thereby incurring any liability to affected Bidders.
