The International Organization for Migration (hereinafter called IOM) intends to engage qualified non-governmental organizations (NGOs) to submit expression of interest as Implementing Partners for the project aimed to support self-employment and business development among veterans of the conflict in eastern Ukraine for effective reintegration to civilian life, and their active contribution to the social and economic well-being of their communities.
IOM now invites NGOs to submit Project and Budget Proposal on self-employment and business development among veterans of the conflict in the eastern Ukraine as well as post training follow up in the process of business start-up or development in three regions of Ukraine – Kyiv, Lviv and Dnipropetrovsk.
The project will be implemented given the availability of funding.
Terms of reference include specific information on trainings and follow-up of the beneficiaries. The preliminarily number of planned trainings in three regions is 20 (twenty), skills- building sessions in three regions is 16 (sixteen), total supported and followed -up beneficiaries is up to 400 (four hundred).
The final number of trainings and beneficiaries per region will depend on selection process results and approval of participants among veterans.
Budget should be submitted in Ukrainian Hryvnia (UAH). Payments shall be made by bank transfer in Ukrainian Hryvnyas (UAH).
The Implementing Partner will be selected under the Quality/Cost-Based Selection procedures described in this Request for Proposals (RFP).
The NGOs, willing to apply for the announced RFP should submit their bids for three regions.

The total size of the attachment sent in a single message should not exceed 7 MB. Otherwise, files shall be uploaded to any open file sharing service (Dropbox, OneDrive, etc.) that does not require registration, and the link to download the folder with files shall be sent via email.
Applications submitted after the deadline shall not be accepted.
The application submitted for participation in the competition should include the following documents:
- Technical Proposal - TPF-1 form, certified by signature and stamp;
- Budget Proposal – BPF2 form, certified by signature and stamp;
- Completed and signed Vendor / NGO Information Sheet;
- Signed Code of Conduct for Suppliers / NGOs;
- Completed and signed List of Implemented Projects;
- CVs of staff engaged in project implementation;
- Reference letters from client companies/organizations;
- Copies of the registration and constituent documents of the NGO;
- Copies of the financial statements submitted to tax authorities during last two years.

The selection process of the project implementing partner will be carried out during the period defined after confirmation of funding, and may include a personal meeting with the staff of the organization in the IOM mission.
IOM reserves the right to accept or reject any proposal and to annul the selection process and reject all Proposals at any time prior to agreement award, without thereby incurring any liability to affected selection participants and Implementing Partners.
