In the framework of “New face of the border 2 ”, supported by the Government of USA the IOM Bids Evaluation and Awards Committee (“BEAC”) now invites interested Bidders to submit  International Organization for Migration, Mission to Ukraine (IOM), on 02 August 2018 announces a public tender namely:

Please be advised that bidding procedure will be conducted based on the rules of the International Organization for Migration.

Bids evaluation and defining of the winning bidder will be done by lots.

Total Bid price shall be quoted in USD VAT excluded. Payment shall be made in the Invoice currency according to UN operational rate of exchange as of date of payment (the actual value of the exchange rate is indicated here: https://treasury.un.org/operationalrates/OperationalRates.php).

The works are to be executed in the framework of the international technical assistance project, which, according to the acting legislation, is a justification for granting the tax exemption for the contractor, as it is required statutorily and in accordance with the Ukraine international treaties.

Please be informed that the winning Bidder’s commitment to accept the standard form IOM’s Construction Contract in full is considered to be one of the essential tender requirements.

The bids, which are not compliant to the abovementioned, will not be considered by IOM.

Companies wishing to participate in the tender should submit their bids by 10:00 on 24.09.2018, along with the set of the tender documents (according to the requirements stated in the Instruction to Bidders).

Additionally, electronic copies of the bid and tender documents (including the cost estimates of works) shall be sent to e-mail: iomkievtenders@iom.int by the time and date stated above.

In case of subcontractor involving, it is mandatory to submit all the technical and financial documents for the subcontractor.

It is recommended to submit originals of the bids in the sealed envelopes to:

Along with sending the hard copy of the original bid, Bidders shall deposit the electronic versions of the bid documents, including a clear scanned copy of the Bid Security on a file hosting service (Dropbox, One Drive, etc.) and shall send the link of the folder containing the bids to iomkievtenders@iom.int no later than 10:00 on 24.09.2018. The subject line of the e-mail containing the link for the electronic bid download shall clearly indicate the following:

UA1-2018-3024 – [insert full name of the Bidder] – Electronic bid

The electronic version of the bid shall contain the following documents:

1)      Standard bid form – scanned copy (signed and stamped);

2)      Renovation works cost estimates (separately for each object of request) – electronic version of MS Word or Excel format;

3)      Works execution Gantt chart – scanned copy (signed and stamped);

4)      Vendor information sheet – MS Excel format;

5)      Supplier code of conduct – scanned copy (signed and stamped);

6)      Certificate of the entity state registration – scanned copy;

7)      Valid state license for construction works execution – scanned copy;

8)      Corporate charter – scanned copy;

9)      Other documents as specified in the Bidding documents.

Additional information may be received via e-mail: iomkievtenders@iom.int.

The subject line of the e-mail request for additional information should state the following: “Tender UA1-2018-3024 – [insert full name of the Bidder] – to the attention of Yulia Zavertana.

IOM encourages the bidders to visit the objects of renovation prior to preparing the cost estimates, which shall be considered as additional advantage during the bids evaluation and comparison.

IOM reserves the right to accept or reject any proposal and to annul the selection process and reject all proposals at any time prior to agreement award, without thereby incurring any liability to affected Bidders.
