The International Organization for Migration (IOM) is an intergovernmental organization established in 1951 and is committed to the principle that humane and orderly migration benefits both migrants and society. In the framework of European Union Border Assistance Mission for Moldova and Ukraine
(EUBAM), the IOM invites interested eligible Suppliers to submit Quotations for the supply and delivery of the visibility souvenir items with EUBAM logo (detailed specifications provided in the Annex C of the Request of Quotations).

With this RFQ is the GIS which include the Instructions to Suppliers, Technical Specifications and administrative requirements that Suppliers will need to follow in order to prepare and submit their quotation for consideration by IOM (Annexes A, B, C and D).
Requirements for packaging:
Supplier must provide proper and adequate packaging in accordance with best commercial practice, to ensure that the material being shipped to IOM will be free of damage. Packaging must be adequate to allow for rough handling during transit, exposure to extreme temperatures, salt and precipitation during transit and open storage, with consideration for the type of goods and transportation mode.
Terms of delivery are as follows:
For vendors outside Ukraine: DAP (Incoterms – 2010) 36/1, Ciuflea Street, Chisinau, MD-2001, Moldova, IOM-EUBAM project within 30 calendar days from the date of signing of Purchase order.
For Ukrainian vendors: DAP (Incoterms – 2010) 13, Zatyshna str., Odesa, 65012, Ukraine, International Organization for Migration, Mission for Ukraine, within 30 calendar days from the date of signing of Purchase order.
Partial bids are allowed by complete Lots only. Evaluation of Bids will be conducted by each Lot.
Prices shall be quoted in US Dollars. Payments will be made in currency of invoice at the IOM Operational Rate of Exchange on the day of payment (link to the website with rates https://treasury.un.org/operationalrates/OperationalRates.php).
The bid should include detailed description of the offered goods with indication of brands and samples of the offered goods for positions 4, 5, 9, 12, 14, 15, 16, 17, 18, 21 for verification of goods quality. Should the quality of submitted samples not meet EUBAM expectations, such goods will be considered technically non-compliant. All samples will be returned to Bidders after Bids evaluation. The bid shall be submitted together with copies of company’s statutory documents (for Ukrainian companies - EDRPOU certificate (on including the company to the unified Ukrainian state register of enterprises and organizations), VAT payer certificate) and should be submitted personally or mailed to Procurement unit of EUBAM Mission at the address: 13, Zatyshna str., Odessa, 65012, Ukraine by 16:00 on 4 October 2017. Late quotations will not be considered.
One more key requirement is readiness of the company to fully accept the form of IOM model agreement and integrate in it all specific conditions and requirements as an Annex.

The bid shall be valid minimum 30 calendar days from the tender deadline, which should be mentioned in the Bid.
IOM reserves the right to accept or reject any quotation, and to cancel the procurement process and reject all quotations at any time prior to award of Purchase Order or Contract, without thereby incurring any liability to the affected Supplier/s or any obligation to inform the affected Supplier/s of the ground for IOM’s action.
